Andrew Jaxa-Debicki brings nearly 40 years of comprehensive experience in international trade, development, commerce, and investment. A seasoned attorney and consultant, he represents U.S. and foreign clients across a broad spectrum of international commercial matters, including trade remedies, compliance, policy advocacy, and development.
In his early career, Andrew served as a senior aide to a U.S. Senator, focusing on international economic, political, and security issues, and as a special assistant to the Assistant Secretary of Commerce overseeing import relief cases, including antidumping and countervailing duty proceedings. His government roles provided a strong foundation of knowledge and experience with U.S. trade regulations, policies, and institutions that he has built upon to provide advice to foreign and U.S. clients on a wide range of international issues.
In private practice, Andrew has represented and advised clients in over 100 international trade proceedings before agencies and organizations such as the U.S. Department of Commerce, the International Trade Commission, the Office of the U.S. Trade Representative, U.S. Customs, the WTO, and national trade authorities in several countries. His casework includes antidumping, countervailing duties, safeguard measures, and national security cases. He has been involved in notable cases involving a variety of sectors— steel, construction materials, chemicals, and agricultural products—and has provided counsel on trade disputes and compliance strategies for both domestic and foreign clients.
In more recent years, Andrew´s practice advising on trade, investment, development, trade remedies, supply chain, finance, strategic planning and policy matters has expanded to include sustainable development (ESG) matters.
